Federal law requires the Government to buy through competition. For larger contracts, FAR 6.101 requires full and open competition. For smaller purchases, FAR 13.104 still requires competition to the maximum extent practicable, which in practice means collecting quotes from several companies.

Giving a job to one company without competing it is called a sole-source award. It requires a written justification, signed and approved, explaining why no one else can do the work. For common trades like flooring, painting, cleaning, or moving, that justification almost never holds up, because many companies can do the work.

If a contracting officer skipped that process, every company that could have bid would have grounds to file a protest. So even if the people at a base love your work, they cannot legally pick up the phone and hand you the job.

FAR 5.101 requires agencies to publicize contract actions expected to exceed $25,000 on SAM.gov, the Government's single public posting site. Every company in the country sees the same notice at the same time, with the same deadline and the same instructions.

That means the work is not hidden from you, and it is not handed out to insiders. It is public. The catch is volume: thousands of notices post every week, each with its own attachments, amendments, and question deadlines. A prime contractor watches SAM.gov every day. A busy tradesman running jobs does not have time to, and that is exactly the gap KCAPEX fills.

FAR 4.1102 requires a company to be registered in SAM.gov when it submits an offer, with narrow exceptions for very small purchases. Registration is free, but it is real work:

  • A Unique Entity ID and a CAGE code
  • Dozens of representations and certifications, signed under penalty of federal law
  • Banking details for electronic payment
  • Renewal every year

After award, there is more: electronic invoicing through Government systems, wage determination compliance, limitations on subcontracting, installation access paperwork, and contract clauses that cannot be edited. A company that has not set all of this up cannot receive the award or get paid, no matter how good its work is. Anyone can register. Most tradespeople simply do not want to run that side of the business.

The Government spends taxpayer money, and the contracting officer has to show the price was fair and reasonable. FAR 15.101 describes a best value continuum. At one end, the Government trades off price against quality. At the other end, it awards to the lowest price that is technically acceptable. Most facility and trade work is bought at the price-focused end.

That changes everything for a specialist. If the scope asks for acceptable epoxy flooring, being the best epoxy installer in the world earns no extra points. The acceptable installer with the better price wins.

Every contract costs the Government staff time: evaluating offers, awarding, inspecting, processing modifications, paying invoices, and closing out. Contracting offices handle dozens of actions at once with small teams.

Picture a renovation that needs flooring, moving, painting, and disposal. Hiring four small companies directly means four competitions, four contracts, four invoices, and the Government coordinating the schedule between them. One prime turns that into one award, one point of contact, and one company responsible if anything goes wrong.

On a firm fixed price contract, the prime also carries the risk. If the job costs more than planned, the prime absorbs it, not the taxpayer. Contracting officers value a prime that knows the rules, submits complete paperwork, protects the scope, and never bills for work that was not authorized. That is why they would rather award to a prime than manage trades directly.

Why would the government hire a small company instead of a big one?

By law, the federal government sets aside a large share of contracts for small businesses, and agencies are measured on hitting that goal. Most facility, cleaning, and trade work at government sites is bought this way. A small prime with reliable local partners is exactly what those contracting offices are looking for.

How do I get paid?

You invoice KCAPEX per the subcontract. KCAPEX invoices the Government through its electronic payment system. Federal payment is reliable but not fast, typically 30 days after acceptance, so the subcontract spells out timing up front.

Do I need to register with the government?

Not to work as our subcontractor. You need your normal business license and insurance. Your crew will need to pass a background check for access to the site, which the Government runs, and you will need to pay the required government wage rates on service work, which we build into the price.

What if the site asks me to do extra work?

Tell us the same day. Work outside the written scope is not paid unless the contracting officer approves a change. Protecting your scope is our job, and it is one of the main reasons the prime exists.

It doesn't. Every agency works from a budget, and before a job is ever posted, the Government already knows what it should cost.

Independent Government Cost EstimateThey write down what it should cost. Most contracts start with an internal estimate of a fair price and the money set aside to pay it.
FAR 13.106-3 ↗They must prove the price is fair and reasonable. A contracting officer can't award to a price that is out of line with the market or the estimate, even if it is the only offer.

How it came to be

1953

Congress passes the Small Business Act and creates the Small Business Administration, with a mandate that a fair share of federal purchasing go to small firms.

1984

The Federal Acquisition Regulation takes effect, one rulebook every agency's contracting officer has to follow. It is why the process feels formal: it is designed to be the same for everyone.

1997

The government-wide goal for small business contracting is set in law at 23 percent of prime contract dollars, with sub-goals for specific small business categories.

2012

SAM.gov launches as the single registration and posting system. Today nearly every federal solicitation, award, and contractor is visible there to anyone, for free.

Today

Federal agencies buy hundreds of billions of dollars of goods and services a year. Facility work at bases, offices, refuges, and ranger districts is a steady, recurring piece of it, bought locally, one contract at a time.

Who is who on a contract

Contracting Officer, CO or KO. The only Government person who can sign, change, or end a contract. Handles the rules and the paperwork.
COR. Contracting Officer's Representative. The end user at the site who inspects and accepts the work. Your day-to-day customer.
Prime contractor. The company that holds the contract with the Government. That is KCAPEX.
Subcontractor. A company the prime hires to perform part or all of the work. That is you. You have a contract with the prime, not the Government.
Small business specialist. An agency employee whose job is to help small firms find and win that agency's work.

Terms you will hear

SAM.gov. The Government's registration and posting site. Free. Renewed yearly.
UEI and CAGE. A company's federal ID numbers, issued through SAM.gov. Ours: PCATNSPCZFE9 and 190W7.
NAICS code. A six-digit industry code. Solicitations are posted under a code, and size standards attach to it. 561720 is janitorial; 562910 is remediation.
Solicitation. The posted request. An RFQ asks for a quote, an RFP for a proposal, an IFB for a sealed bid.
Sources sought. A pre-solicitation notice asking who can do the work. Responding shapes how the job gets bought. No pricing yet.
Set-aside. A contract reserved for small businesses, or for a specific category of small business.
PWS or SOW. Performance Work Statement or Statement of Work. The written scope. If it is not in there, it is not in the contract.
Firm fixed price. One price for the job, regardless of what it costs to perform. Most of our work is bought this way.
Period of performance. The dates the contract covers. Options can extend it.
Wage determination. The minimum hourly wage and benefits the Government requires for service workers on the contract, set by county.
Base access. The background check and badge process every worker on a military installation goes through.
Past performance. Your record of completed government work. The single most valuable thing a new contractor can earn.
CPARS. The Government's report card on a contractor's performance, visible to other agencies.
WAWF. Wide Area Workflow, the Defense Department's electronic invoicing system. The prime uses it; the sub does not need to.
